State Authority DEFINED as: Any project participants obligated, their successors and permitted assignees, in respect of project activities related to any of the following: state elected official, agency, board, commission, committee, council, department or public body corporate and politic created by constitution, statute, rule or order; a state government or quasi-governmental corporation; the supreme court or court of appeals; or the assembly or senate; all central, regional, municipal, local, and judicial organs or any consistent element of such organs having the power to govern, adjudicate, regulate, levy or collect taxes, duties or other charges, grant license or permits or approvals or otherwise affect the rights and obligations of citizens and/or personnel of the United States Government.
